Funding
The Hunters are funded in part by Charlie’s personal money and federal grants (seeing as the government thinks they’re a regular hunting organization and Wildlife Restorers), but a good portion of it comes from the members. Especially those in higher power. People like Alan and Toby get tax write offs for donations to ‘non profit’ organizations, so they donate some of their money to The Hunters and their ‘Wildlife Restoration Projects’. In the end, it becomes a win-win for everyone.

Cover
The cover for the Hunters is quite simple: they’re a hunting club. They share tools of the trade, and even invite local wildlife hunters to discrete meetings in order to scope out new recruits. They also boast that they are a part of a Wildlife Protection and Restoration Society.
