KCSC to drop hammer on insensitive media

The Korean Communications Standards Commission (KCSC) has formally announced that they will be critically investigating the reporting of the recent passing of Jonghyun for being criminally insensitive.

The KCSC’s goal is, in their words, to provide the public with broadcast information that is safe, fair, and honest. They are a government branch whose job it is to oversee that the media is honest and follows sensitivity and privacy guidelines when reporting.

According to the KCSC’s rules, it is against the law for a news media outlet to describe a suicide method in detail. This is due to conclusive evidence that doing so will lead to the Werther Effect, a phenomenon which can essentially be described as a person who was already depressed and/or suicidal using the same method to end their own life as the one being reported on. In essence, reporting the method of suicide in detail has proven to cause a string of nearly identical suicides. For this reason, detailing the method is a crime in many countries, including most of the EU and Korea.

For this reason, among others, the KCSC has launched an investigation into the reporting of the death of Jonghyun, but that is not all. The investigation will focus on five areas. If a news outlet is found to be guilty of this, they will at the very least have to pay a fee to the bereaved, which I will explain later. Here are the five punishable offences:

Describing the method in detail.

Spreading false information about the death itself.

Using photos of a different celebrity when reporting the death.

Reporting the death was a suicide before the family gave permission to do so.

Spreading images/videos of the family and the grieving at the funeral.

A note on #4: it is policy in Korea to refrain from sharing cause of death without permission from the family. Breaking this rule is grounds for criminal insensitivity.

So how did this happen?

The KCSC’s website states that they will launch these investigations if a credible report is given. If the report is credible and the evidence points to the presence of the person’s rights being violated, an investigation will commence. This means that someone very close to Jonghyun (likely his mother, sister, or a fellow member) filed this report. Again, the punishment will be at minimum a fine paid to the bereaved.

Many people justified sharing images/videos of the mourners because news outlets shared them. Now that a report has been filed and we know that those agencies were violating privacy rules, there is no longer any excuse whatsoever. As for news groups like allkpop and NBC Chicago, which are American-based, it is uncertain what their punishment will be, but they will more than likely still be fined. However, Korean-owned sites like Dispatch, Koreaboo, and Soompi were in direct violation of a multitude of these rules and will be punished with a great deal more severity.

The investigation was announced on December 28, 2017 and will likely run for at least 30 days.

But basically an EXO-L posted a lovely fan account of a conversation she had with Baekhyun at a fansign. They talked about her depression and Baekhyun said he doesn’t understand what depression is like since he’s never personally experienced it, while expressing a lot of concern and comforting her as best he could. (⇾Here⇽ is a translation of a detailed account of their interaction which she posted after things started getting ugly.)

An Army (and clearly an EXO-anti) who does BTS-related translations got a snippet of the audio from that conversation from a known EXO-anti twitter account, and translated it as, “I don’t know why people get depression and insomnia”, trying to make it sound like he was saying “depression is fake and ppl who have it are crazy” and effectively taking it out of context and butchering the actual meaning of what he said. AND she linked it to Jonghyun’s very recent very tragic death as well. Which is… perhaps the most disgusting part of all this.

People quickly jumped on it and corrected her and she issued the… “apology”(???) you can find in the Twitter thread linked above. If you can call it that… the most unapologetic apology of all time. And it would’ve been great if it could’ve just ended there, but uh nope, actual articles were written about it as though it was fact and Baekhyun’s being dragged through the mud for literally zero reason whatsoever, if these “journalists” writing these “articles” did one iota of fact-checking said “articles” wouldn’t even exist.

So journalism is dead and we already knew this but the situation is fucked up and Baekhyun issued an apology on his Instagram even though it’s SO not needed, the fan gained so much strength from her conversation with him, what he DID say to her is textbook “how to comfort someone with depression” shit, like he did everything perfectly, he was honest and kind and understanding and disgusting horrible people are trying to bring him down as per usual.

Nothing’s changed in 2018.

But what can we DO about it??
