as for what his goals are i think they're one of the few things he's completely upfront about: I think he genuinely, earnestly wants everybody on the island to get along and for acadia to be a prosperous settlement founded on the basis of peace and mutual understanding. i think he has sincere, genuinely noble intentions. if you go along with his plan far harbor is safe, the children of atom are pacified and acadia gets to continue what they're doing, his plan presents the closest thing to a quote-unquote 'good' ending. but his problem, i think, is that 'this benefits acadia' and 'this benefits me' are the same thing to him. i think he's easily able to leave the residents of acadia in the dark regarding his thoughts and plans because he's working to benefit them, a kind of abstracted, immutable acadia divorced from the reality of the people living in it. performing a painful procedure on a synth and wiping their mind? good for acadia. covering up a murder? good for acadia. exiling/killing tektus? good for acadia. going along with the victoria/jules thing? good for acadia. convincing a grieving young woman who just happens to be good at repairs to abandon her family and come to an island three hundred miles away? good for acadia. and so on and so forth

he's a foil to nick who has an iron-clad, unshakeable sense of right and wrong; helping people who need help and doing good because it's the right thing to do. DiMA sincerely believes in doing good and helping, i think, but DiMA's thought process is far more machine-like. if this action results in THIS amount of 'good' then i'm justified in doing THIS amount of 'bad' to get there. there's a kind of horrifying naivety to DiMA that i think is really compelling because when he does find out he's capable of murder he comes to the same conclusion he did the first time: this is a bad thing. it worked great. this Bad Thing let me do a Good Thing. i should keep doing it

DiMA is fascinating to me on moral grounds.

I believe him to be of True Neutral Alignment. Overall decent intentions but with an "ends justify the means" attitude.

This is also a sort of "apple doesn't fall far" situation too, because the "lesser evil" that he's so willing to commit is the exact thing he hates the Institute (and partly the Railroad) for. The exact thing he set up his refuge to protect synths from. Being used as tools for political interference and espionage.

That said. He was presented with a scenario. He could:

A) do nothing and let everyone die

B) do something and only a handful of people die

He chose B and stuck to it. Now, that's not good, but it's not really evil either.
