In our lore, half and part-beings are born, not created.

Great question, and hope this answers it. (:

Sentient, magical beings are not considered legal citizens of New London unless registered with the department of the home office. With registration comes its own societal and social stigmas — use or display of natural abilities attributed to being status is unlawful within the city-state; job opportunities afforded to wix and non-wix are not available for beings and as such they tend to work menial labor or under-the-table (most beings actually resort to crime); they are afforded no official representation in government, save for the rare sympathetic wix/non-wix, though they do have the freedom to vote in elections; and most citizens, non-wix in particular, approach them with very clear disdain and fear.  

Though they are not denied entrance into New London those beings who refuse to register give up their rights, like the right to own property and live within the city-state. A disparate group, they instead live on the outskirts of New London in makeshift communities in an area known as the Borderlands. 

It should be noted that half and part-beings fare better, though only nominally. Those who are registered have the freedom to vote, own property, and are able to land more agreeable forms of employment. Those who are passable, even, attempt to live undetected in New London, caught in intricate webs of bribery with registration department personnel and other shifty characters in the effort to remain hidden and not have to bear the ignominy of registering.
