The Curse of Fenric (1989): The writer Rona Munro originally created a character named "Dr. Judson" to be a closeted gay man who struggles with his inability to be open about his sexuality but network restrictions forced changes.

Many actors and crew working on Doctor Who were LGBTQ+ yet not openly because of the prejudice they would have faced during 1963-1996.
William Hartnell (actor of the first doctor) had very strong and deep prejudices about LGBTQ+ yet still found respect for director Waris Hussien, his prejudices against different races and LGBTQ+ stemmed from beliefs and habits from when he grew up rather than personal hatred.
Patrick Troughton (2nd doctor) and Frazir Hines (Jamie McCrimmon) deliberately acted really close and intimate on screen to push the boundaries of BBC and to piss off the higher ups.
The rest of the doctor's actors are very open minded about the LGBTQ+ community, many pictures and quotes from comic cons and interviews show their openess and support (ex: "I'm all for gayness, you know. Doesn't mean I'm against gayness." -Peter Davidson, actor of the 5th doctor and how actor of the 3rd doctor Jon Pertwee boycotted to act on a film because a gay actor was rejected for a role because of his sexuality in 1950).

The Doctor: Some incarnations are marked as asexual and/or pan or omni, some are specific sexualities such as the Thirteenth doctor being lesbian and because of regeneration genderfluid and trans.
The Master/ Missy: Even since the first their first appearance in 1973, people have headcannoned them as pansexual as they were attracted to the doctor eitherway (I like to call it "Doctorsexual")
