Like, I think about the hotel room in Baltimore, and to me it seems wildly improbable that the FBI were not secretly recording everything that was said in that room.

Even if they couldn't understand what was said in the moment, they probably recognized the languages being spoken. German (and also French) are quite easily identifiable languages for most English speakers, and are distinct enough that even if you don't speak the languages at all, you'd probably still recognize a word or two as being from that language. English also relies on so many loan words from both German and French that it really would not be hard to put it together.

It also wouldn't surprise me if the FBI's interrogation of Jean and Neil in tsc were similarly recorded. In fact, it seems even more likely that it would be, because the FBI would have caught on to Neil's game of switching languages when he is trying to hide something from them by then.

Then you have the fact that Jean being caught by a translator mid-interview in tgr heavily foreshadows that this is probably something the FBI has done before too.
