I think Roger is instead very observant, and before he had the opportunity to come out of reservation he made So many judgements in his head about the choir. And one of those is that he really did not mess with Jack. I think he was able to see the type of kid he was - egotistical and control oriented - and before Roger was lent that same access to abusive authority, I think he would've been rather cautious about it.

Jack definitely was more well behaved before the island, but given his demanding behavior even in the beginning of the book, I wouldn't be surprised if that's a part of his personality that's always been there. I think his bullying behavior would for sure be more subtle, but he would do or say a few mean things if it meant he would have a bigger image. It's not that Roger finds his behavior reprehensible but instead perhaps that it reflects his own darker tendencies too much which he is self-conscious of.

The whole thing about the face paint is freedom from shame and self-consciousness for the harm that one does. Roger and Jack both have these feelings but they come from different sources since the hurt they impose has different reasons. I think Roger pre-facepaint (not even just pre-island) projects his form of self-consciousness (which potentially comes from a deeper place than Jack's & so is more intense) onto Jack which leads him to be averse to him before that point.

For Maurice, (and honestly you could say someone like Robert, too, but I don't think his complacency is exactly the same as Maurice's so they would have a different relationship. Still could see Roger befriending Robert on the island for similar reasons that I'll go into here though) Roger understands that he is somebody who goes along with whatever. I think he would see that pre-island with how he interacts with Jack. He will go along with the mean things he says or does to a lesser degree even if it is not something he wishes to, and most importantly, he doesn't speak against it. Maurice doesn't want to cause discomfort of any kind, especially of the other older boys who he would seek to befriend and possibly looks up to, and so he avoids causing them self-consciousness at the expense of doing what's right. That would be appealing to Roger, so I could see them forming a good..albeit kind of superficial..bond on the island that the face paint surely complicates.
