-Biography- Kato grew up an only child to a single mother, who frequently was drunk and/or high, gambled her earnings away at Mah-Jong, and associated with questionable company in front of her young son. She was neglectful at best and abusive, at worst.

He became acquainted with an elder gangster by the name of Izo, who provided the boy with food and a place to stay when Kato’s mother was entertaining gentleman callers or taking drugs. Izo quickly became a surrogate father figure to Kato and introduced him to the life of a made man, allowing the young boy to accompany him during loan collections and small-time business operations- such as running numbers, ferrying contraband, and recruitment. Izo arguably turned a blind eye to Kato’s obvious idolatry, but remained an important figure in his life.

Kato was vastly unhappy with his current lot in life and severely emotionally unbalanced from his experiences, so it didn’t take long before he felt trying to play by society’s rules was something he just couldn’t achieve. Other than pickpocketing and selling information, he also engaged in forgery, smuggling contraband, and break-ins of stores and residences- then primarily functioned as an enforcer in his own street gang, yet remained uninitiated with any one criminal organization due to being a useful information broker. He had a mixed reputation in the underworld due to being rather hit-and-miss in terms of loyalties in the past. Since then, he’s kept a strong network, especially with Giovanni of the ‘now defunct’ Team Rocket.

In adulthood, he’d since fully dedicated himself to Interpol after being offered a deal to escape jail time if he served as a ‘psywar spook’. He excelled at unconventional warfare and had a knack for digging out people’s motivations and hidden insecurities, being able to effectively read body language and speech patterns, then combining that with data gleaned from their records (or the target’s word of mouth sharing of personal details). His codename was 000, or 〇〇〇.

He directly oversaw agents such as Looker and discovered Anabel alongside him in an event ten years prior to SuMo.

Tapu Bulu chose Kato as an Alolan Kahuna and he took the responsibility willingly, after having resigned from Interpol due to their exploiting Fallers to lure and track Ultra Beasts (which resulted in numerous deaths, including one unnamed Faller who was killed by Guzzlord). He does not get along that well with the other Kahunas save for Acerola, who he treats like his own daughter.
