What we do is not paid work; we are not beholden to shareholders, nor to employers, government taxation and interference. We are not contracted, we are not employed and we do not receive payment for what we do.

Instead, both the JL and the Cave provide unlimited financial support to vigilante, though the Cave are those directly associated with me, including my 'kids'. This financial support primarily comes through three avenues: financial aid, medical support and damage payment.

Financial Aid is provided for any requirement deemed necessary by the Vigilante themself, which includes Student Loans. It also can cover cost-of-living (civilian-mode or vigilante), equipment, vehicles, contractual intel, medical costs not acquired in line-of-duty (those are covered separately) and even just personal needs.

This money is not capped, but does need to be logged for records, though you can just list it as personal access if you do not wish to disclose more details

Medical support covers all medical care acquired in line of duty, including ongoing support. It is likewise non-capped. This can be externally sought and billed through our shells, or handled in-house, noting of course both our privacy agreements.

Finally, damage payment is damages incurred by civilians, property and infrastructure. These payments also handle natural disasters and xenothreats, so on and so forth, but primarily is intended for collateral damage. We sometimes also use damage payment to shield civilian identities of vigilantes accessing medical support.

All Rabies- and indeed all medical care -is already provided and subsidized through both the Cave, and the JL. Medical care required from line of duty, including ongoing support should be under medical aid not financial aid.

However, there is no pay, hazard or otherwise.

Vigilantism is not a job, you are not an employee, nor an independent contractor and what we do is not paid work. This is non-negotiable.

Instead, I advise you use the finances available to you for anything you would use paid money for. As said, there is no cap, and we trust our Vigilantes to know what they need, so there is no approvals system, you simply will be given the funds you ask for.

As for mental health resources, this is covered in medical care. Mental health can be in-house for identity-sensitive matters, or external, if you would prefer to be treated under a civilian identity.

Finally, there is an already decided upon substitute should I be removed from action for a prolonged period of time. He and I have spoken directly about this eventuality, and it is nobody's business but our own. I will not be disclosing his identity.

I wish you well in setting up the new union, but hope I have reminded you that financial and medical aid is available to all Gotham Vigilantes with Cave access, or any Vigilantes on register with the Justice League.

Further Vigilantes not on register can access the JL Non-Aligned Medical Funds. For collateral damage and insurance, we prefer the injured parties (typically cities) to contact the JL directly.
