To Dazai, Chuuya is his very first peer, but to Chuuya, Dazai is just another 15 years old.

Dazai acts like a child who grew up surrounded by adults and was forced to mature at a very young age and thus he is unable to connect with his own peers because he finds them too immature, childish and boring.

Chuuya on the other hand was surrounded by his own age group and the only reason he had to mature was because he was the leader of the Sheep. He is pretty smart for a 15 year old within his peer group but not as smart as Dazai who is more on the adult level of intelligence even at 15.

That is probably the very reason Dazai refuses to let go of Chuuya, his only connection to his own peer group he can be himself around.
