I always preferred the version of technique that was “aura dash”, returning it to your hand but being more a kicker type effect where it costed more than the normal cost usually.

It has to. It specifically says ‘at any time during combat’ in the reminder text, which means that’s reflecting hypothetical Comp rules text. The ability specifically provides its own casting restrictions, which are separate from those inherent to the card type.
