i use photoshop cs5 to make  them and to pick the colors i use this website (i use one frame of the gif that has the most colors) and depending on the size of the gif/edit  i decide what color to use (like the carl sagan's gif has like 8 colors but sometimes i use less, or i use the colors in the light medium dark palettes that appear there because im lazy ) and thats it.
