CORIOLANUS SNOW ⌠52 âŚÂ FORMER PRESIDENT OF PANEM ⌠TAKEN

Fear. Is. Power. Something Coriolanus Snow would have said at one point in his life. Raised as an only child by parents who were extremely invested in the politics of Panem, Coriolanus excelled in everything he did. Sports? Most valuable player. Debates? Won all of them. Politics? He understood it like no one else did, thanks to his parents. He was tailored to become president of Panem from the moment he was born.
He was elected president by the committee at the young age of nineteen, having already proved himself to be a great leader. Some say it was because he really did have the skills of a president. Some say it was because of his parentsâ foot in the presidency. Some say it was because he was related to the last president. And some say it was because he threatened his way to the top. Whatever the case, Panem now had a new president and he wasnât stepping down anytime soon.
Even when he found out he had a sister. Five years after he was elected, with his parents on their deathbeds, they finally told them that they had a daughter that was born ten years before him. But they didnât want a daughter. They believed a girl couldnât rule Panem.
So, after they had died, he set out to look for his lost sister. Valeria Snow. Thatâs what they named her after they decided not to keep her. He found records of a Valeria Snow in District 7, but the name disappeared after a few months. He eventually found out that his sister was the victor of the 27th Annual Hunger Games, Nancy DiCarlo. He was only four, so he didnât remember. However, he had seen rebroadcasts of it.
Coriolanus brought the victor to his mansion. He needed to see her, needed to tell her. And he did. But he didnât get the response he wanted. She didnât want to be his sister. She was disgusted with him. She didnât want to be a part of the Snowâs. She was Nancy DiCarlo, and she would forever remain Nancy DiCarlo. Coriolanus even begged for her to stay with him so that no harm could come to her. But she never complied. She wanted to stay in District Seven. It was where she belonged.
Coriolanus had no choice but to let her. Throughout her years in District Seven, he kept a close eye on her, making sure no harm was ever to come to her. He finally had someone he could truly love and care for, and by god he was going to do it.
In his years as President of Panem, he kept the Games going, understanding what the last president wanted and why he started them in the first place. Hope was so much stronger than fear. A little hope was fine, so long as it was contained. His rates just kept going up and up as each year passed.
Of course, with each passing year, the districts grew more and more restless as well. He saw this, and did everything he could to try and suppress them. it worked. And it kept working for years.
Until one girl, from District Twelve no less, decided to become the symbol of hope herself. He knew it wasnât on purpose. He knew she didnât mean to become the symbol of the rebellion. But she did, and the districts were even more rowdy than before.
He never wanted to kill her. He never wanted to hurt her. In fact, he admired her more than he admired anyone else in his life. He thought she did everything perfectly. And if ever he was to have a successor, he would want her to take after him. Snow thought he could use her, too. To calm the districts. He wanted her to show that she was on his sideâ the Capitolâs side. He thought it would work, but when it didnât, he decided, with much debate, to bring all the victors and some select others into the Capitol. With the most powerful humans in Panem (below being president) finally in one place, Snow could finally control the districts. The fire started going out as they realized there was no one to back them up anymore.
Now all he needed to do was figure out a reason as to why he brought them there in the first place. Thatâs when he, along with a few of his council members, chose to throw one male and one female victor into the Quarter Quell.
However, he wasnât able to see that happen. Before he could make that plan into a real one, he was overthrown by Savera Greenlaw. He thought he was doing a good job, but apparently, he wasnât. The fire in the districts had not died down, and no one told him. To Savera, that was good enough reason to kick him off of his throne.
And once off of his throne, Coriolanus finally began to see the igniting spark of rebellion. He traveled through the districts, first under a guise and masked face, gathering intel from both sides. He never used any of it, he just liked to have it. He liked to know what was going on.
He was beginning to understand, as well. Slowly, he was, for he hated the living conditions in the lower districts. They were terrible. Why hadnât he seen them before? Not able to handle the stress of living with next to nothing, he decided to make home in District 2, where he had been hiding out for quite sometime.
He sided with the rebels, thinking they would keep him in safety until the time came. But no. No, they had to arrest him and take him back to Thirteen. He wouldnât admit it, but he was excited to finally see the district in the flesh.
He was brought straight to the president there, Alma Coin, and he told her his story. All he wanted was Savera thrown off of her throne. He wanted her gone, and heâd be lying if he said he didnât want it for himself again. He knew Alma would be wanting it after Savera. But Snow had a different president in mind for the new panem that would arise after the war.
He knew Katniss was in Thirteen, and she was the one he wanted as president, as his successor. He was dead set on getting her to join him. Even if it was his last dying action.
Snow was placed in a cell and well fed. His guards were given strict orders not to torture him, or harm him in any way, for Coin knew that if anything happened to him, the information he had on what the Capitol might do and the information of the presidency could be lost to her forever. So, there he resides. He hasnât even seen Valeriaâ Nancy, yet.

A president must do what he can to contain a spark that will ignite war. I did what I thought was right for Panem.
What started the rebellion was people who couldn't wait to bring down a system that worked. He heaved a sigh and rolled his neck around, cracking it. Had you given me more of your time and heard what I had to say earlier, I could have offered you my power and we could have avoided this entire mess.

That was too much power for anyone.
Katniss felt her hands start to shake, despite herself. She wanted not to believe him, but she had to. He wouldnât lie. Despite all the animosity between them, heâd never lied. He burnt Twelve to the ground. And Peeta⌠âItâs the things we love most that destroy us.â No. He had to be telling the truth. Tell me how to stop it.
If she were.. yes. You probably would win the war. But the possibility is low. After all, we fear what we don't know, don't we?
He didn't speak for a good minute, assessing her mindset and body language. She was still perfect in his eyes. And he believed she could do it. She could take over Panem herself. You have more power than you realize, Miss Everdeen. You can change everything. ...Become a player. It is the only way.
And they would hide Greenlaw? Despite what sheâs done, despite what all of you have done? They would protect her?Â
They don't know what she's done. What I've done. They don't know what happens here, I don't know what happens there. They wouldn't hide her, no. They would welcome her. As president of the secluded Panem, they would most sincerely welcome her onto their lands.

Katniss didnât miss the way his eyes flicked to the guard, checking to see if he was listening, and she knew immediately that whatever Snow had was bigger than all of them. Bigger than Coin knew about. Why else would he be so vigilant, so careful? But it also begged the question â why tell her? She didnât give herself time to think before she moved. If she had, she mightâve stopped herself, and the information would again be lost. She stepped forward, crossing the line that was meant to keep her as far away from Snow as possible without impeding conversation, and walked until her hands were on the bars. Her heart pounded in her chest. Was it fear? Nerves? The simple thought of not knowing? Tell me.
Curiosity killed the cat. Still, his voice was low. After all, this was a secret only he knew. And he never got the chance to tell Savera, either. Not that he ever would have. But he had no doubt she had already found the papers that had been passed down president to president, showing the maps and names of the countries. There are 16 other countries besides Panem. A considerably lower amount of what there once was. And we are cut off from all of them, due to a choice Panem's founders decided on long ago.
Katniss watched Snow pace, her eyebrows creasing. Heâd done this last time, too, and it had only slightly surprised her then, but to see it again was jarring. Heâd been so collected in the Capitol. Calm. He was a snake in the grass, all he had to do was wait for his prey. It would come to him, sure enough. Sheâd never seen him pace before, because everything had simply walked right into his jaws, tasted his poison⌠And so she had. But there were bars between them now, she realized. Her presence was tantalizing. He was no longer a snake. He was a cat who couldnât have its prey.
The information about the bunkers was helpful. Coin would love that. Katnissâ first thought was to ask where they were - specific locations would make their future job much easier - but his next comment stilled everything. The bunkers would have to wait, because Coriolanus Snow had just suggested the impossible.
Did you say she has shelter beyond Panem? What does that mean, what are you talking about?
So it did pike her interest. It almost made him smile. As he turned towards her, his eyes darted to the guard at the end of the hall. He wasn't paying any attention to them. Still, he had to be safe. He stepped towards the bars, as close as he could without touching them. His eyes were trained on her, now. Right where he wanted her. Panem is not the only country, Katniss.
