Assuming we go with the Jimmy retcon that Jess never knew his father (and I am going to go with that since the show did a whole episode about it), that means this is a kid who was abandoned by his father for his entire life, whose mother we know is flaky, irresponsible, and not financially stable. So Jess, as a child, was in a household with no financial support from his father, and likely very limited/erratic financial support from his mother (let's not even get in to the emotional support, or lack thereof). Wouldn't it track that as a kid you might begin to take things like, say, change from a donation cup at a supermarket or a bodega? Maybe collect it so there's a dollar here or there for food when your mom isn't working and is off with a new boyfriend. And even when you get older and you're living somewhere you're gonna have food, maybe that compulsion is still there, like a safety blanket; "just in case." Because you can't trust that you'll always have money for food and you can't trust that the people who say they're going to take care of you will and you can't trust you won't just be pawned off again when the next adult doesn't want you either.
