I imagine some factories in District 1 being similar to prison camps in North Korea where they expect the prisoners/"workers" to make cheap wigs and false lashes very quickly but with precision. This would add to why District 1 might have been quick to rebel against the Capitol compared to other Career districts; being obviously abused and over worked in some extremely inhumane ways. Plus it would add to the "It's not as glamorous as it seems" vibe canon information about the district gives off.
