Okay, bear with me if you will.

I have this idea/headcanon for a Post-Game scenario where Esthar provides massive upgrades to Garden, essentially providing them with state-of-the-art EstharTech and similar technology (mobile comm devices, ie. cell phones, laptops, tablets/data pads, military grade weaponry, scanning systems, special-designed junction equipment that provides GF Support without actually junctioning), which is an obvious leg up to countries like Trabia, Galbadia, Centra, etc.

The actual Garden itself isn’t reversible but actually placed in a massive pool (likely water filled inside the crater left from missiles? Maybe?) and buildings and facilities have been set up and built around it. Garden is still mobile, should the need arise, but for now it is essentially docked and grounded.

Everything is essentially revamped and given an overhaul, turning Garden into an advanced paramilitary organization as well as an educational training ‘school’ which has sectors for Galbadia and Esthar’s armies.

Garden is still hired out through contracts, they are still mercenaries, however, the Garden Council will forever lean towards supporting Esthar during wartime as they are indebted to the nation (and Laguna) for generously providing them with tools to make them an advanced paramilitary force (on par with Esthar.)
