He didn’t keep anything. It’s just an easter egg from the developers. It’s not canon, and the appearance of the developed photo in re9 even contradicts the timeline. That alone shows it’s nothing more than an easter egg.

Wesker didn’t really know Alex personally and had no idea they were stepbrother and sister. Only Alex knew the truth, and she cared about him deeply. She was obsessed with him and believed they were like Gregor and Grete Samsa.

I think he would be quite disoriented if they met, since he has never had any real contact with blood relatives before. Close relationships, emotional openness, and family bonds are foreign to him. Even if he were to develop some kind of feeling deep down, he wouldn’t show it outwardly. So we would probably never know what he truly thinks about Jake. However, I’m sure Wesker would at least be interested in him and might test his abilities (intellect, strength, logic, etc.) to see how much was passed on genetically.

Let’s start with the fact that in his own report, Wesker explicitly said he does not respect people for their status, bloodline, or wealth. He values personality, real qualities, skills, and professionalism. He is capable of genuinely praising someone if he sees them as worthy. So I’m confident he didn’t care about Ms. Muller’s financial status...

In short, I believe that if Wesker had won… there would be nothing left. The thing is, Uroboros is an extremely unstable virus, both highly contagious and destructive. The only time it didn’t immediately kill its host was when Wesker overdosed on it at the end of RE5, but even that doesn’t tell us what would have happened after. Would his condition have worsened? Would there be side effects? Lasting consequences?

Overall, I think Uroboros would have wiped out the entire population of the planet, including Chris, Jake, and everyone else. Wesker would be left completely alone in an empty world, with no people left. Empty streets, deserted locations, and him walking through them, realizing that his "greatest creation" was actually a mistake that led him to total failure, where he lost everything in the end.

I would want the art of Wesker for this story to carry a strong sense of "liminal spaces", to immerse the viewer in the despair he feels. A mix of unease and calmness, blended with acceptance. So it’s not exactly a typical "the antagonist won" ending. He won, but at what cost? Yes, the heroes lost… but is it really a victory for the villain? It’s a very philosophical situation.
