The band recently published a brief report regarding alleged sexual assault (likely groping from the context) at one of their recent live events. They have said they will pursue the matter at a legal level if the perpetrator is identified.
They have also asked fans to alert staff at any point if they feel uncomfortable.
The following is my opinion based on my experience at various concerts and, while having lived in Japan, hearing others' stories and having the experience of dealing with the law at various levels, including in regards to sexual harassment.
If I'm being very honest, I'm not sure how they would be able to pursue the matter unless both a victim and witness were willing to come forward, which means the victim would risk making herself public. Without ample physical evidence, Japanese courts are hesitant to convict at a criminal level.
Moreover, asking fans to speak up if uncomfortable puts too heavy a burden on the fans. Live house events necessarily squeeze bodies together, and most illicit contact can be claimed to be little more than a mistake or unavoidable. Getting a staff member's attention when in a sea of bodies amid deafening music and screams is already difficult; god forbid you're on the shorter side. Even if you succeed, it may end up with you being pulled out of the audience for your safety (legitimate, but you miss the concert you paid for), or the concert stops, and attention is suddenly on you for being the one who stopped it. Most audience members simply will not do this.
I found myself in a mix of people during my live experience. There were definitely those who were considerate and careful, and who communicated with fellow audience members to make sure that each were safe and having a good time. There were some who were in their own worlds and oblivious to others around them, unaware if they were stepping on body parts or pressing into others until told so. And then there were most definitely those who came to war, who deliberately pushed and pulled and jabbed and shoved—and all in small, less obvious ways as such closeness allows—who either were not capable of caring about others or, worse, were happy to hurt others in their efforts to get closer to the band or (as in the case currently posted online) happy to take advantage of the situation for their own perversion.
I'm glad that in the above case, an audience member saw another getting harassed and was willing to say something.

To anyone interested in translation and/or poetry, may I recommend this excellent website? On each page you’ll find the original French text of a poem from Baudelaire’s Les fleurs du mal, along with five or six translated English versions of that poem. The translations are all in verse, but run the gamut from unrhymed and fairly literal to tightly rhymed with significant departures from the original. Not only are some of the translations quite good English poetry in themselves, the project as a whole demonstrates how poetic translation works and what choices a translators make to try and get across the spirit of the original.
Fleursdumal.org is dedicated to the French poet Charles Baudelaire (1821 - 1867), and in particular to Les Fleurs du mal (Flowers of Evil).
