1.1 â The Reality Behind the Numbers.
Every city has statistics. Sacramento has gravestones. When people talk about homelessness, they often talk about tents, encampments, budgets, ordinances, and political debates. But the truth is simpler and far more brutal: people are dying. Not metaphorically. Not symbolically. Literally. 1.3 â Medical Conditions That Should Never Be Fatal
Many unhoused residents die from conditions that are entirely treatable : infections, abscesses untreated diabetes untreated, hypertension, respiratory illnesses, heart conditions, dental infections, wounds that never heal. These are not exotic diseases. They are everyday medical issues that become fatal only when people lack : access to clinics, transportation, insurance, medications, followâup carestability, rest, nutrition. Sacramentoâs medical system is not designed for people who live outside. It is designed for people with appointments, addresses, phones, and insurance. Unhoused residents have none of these.

When someone loses their tent, they may sleep exposed to rain.
When someone loses their ID, they lose access to services.
When someone loses their belongings, they lose their ability to survive.
Displacement is not an inconvenience.
It is a lethal event.
