Once Upon a Time in Gold River City (an OC story), or Stephanie Brown Riddler?

Hey all, back at it again with my choice paralysis. We have two options for the project I focus on from now on: Once Upon a Time in Gold River City, an original story in an original setting with OCs, or Riddler Stephanie Brown, a story set in Gotham city following the adventures of Stephanie Brown after she took the titular moniker, and her interactions with the villains and heroes of the city.
Arguments:
Gold River;
Original story with in a setting I've been chipping away at for years.
Overarching narrative with conspiracy, revenge, justice etc that has a defined end goal and some ideas of how to get there.
Murder mysteries in the vein of Columbo, Monk or Poirot.
Viola may or may not be an opportunity to draw more Owelia, along with other exspies.
I really like the main cast I have so far: Viola the quirked up and mysterious Special Agent, Maria Maldonado the burnt out yet talented detective, Van Graive the depressed and apathetic police captain with a surprising fatherly protective nature for Maria, and Addeleine Furgeson the mysterious top rated and most trusted psychiatrist in the city, and Viola's rival.
Stands from JoJo, as in, the power system is kind of just stands.
Counter:
I'll have to read Agetha Christie to get a real grasp on mysteries. Not a bad thing, but it'll take time.
I'll have to come up with *a lot* of characters and interesting mini stories. Not a bad thing, but a lot of work.
Riddler Steph;
Will allow me to write a story in the batman mythos, a pipe dream that I have *long* had.
I really like drawing Steph, I love drawing women in suits, and think this iteration of Steph could be really interesting.
StephCass Yuri, just straight up they're dating, if not a bit at odds due to Steph's career trajectory.
I can write my own versions of the villains of Gotham, like making Bookworm a reality warpping JoJos villain, or Harley Quinn the antagonistic yet supportive sapphic aunt of the BatFam.

Deep dive into Bruce and his *actual* self destructive mental state and constant negative spirals.

I'll have to do more research on the Batman, and potentially interact with the fandom.
I don't have too much of a defined end goal. I have ideas, just not a fully thought out narrative.
