Your angels are so impossibly different and dangerous, pretty much nobody has interacted with them and they have zero social skills/social awareness. An little japanese cat cafe opens on a town on Earth, and because it has its own unique recipes, Beerus and Whis try it out. But there lays the problem

Not even one step in, Whis has not taken his "shoes" off because he didn't pay attention to the sign outside. The employees side eye them, but say nothing. Then Whis finds a cat toy, and instead of being like a normal mortal and use it to play with cats, he uses it on Beerus instead

It's super effective, for both Beerus and collective second hand embarrassment.

Then, he's handled chopsticks. Whis uses it as a fork, now more people are staring. The last line is when Whis puts a cat on a empty table with an unfinished plate because the cat looked hungry and wouldn't stop bothering Whis. The person on that table came back and saw that, they yelled and asked what the hell was he doing.

A few more inspections and misunderstandings later, along with those two cuckers not paying, they were permanently banned from the cafe, because Whis didn't grasped the concept of currency yet

This seems so believable and canonical!

I love Whis's social ignorance. The guy has such a blast hanging out with those cats. He'd feed them something forbidden, not knowing that animals aren't supposed to eat human food. He doesn't look like a cat person, but the local cats find him interesting, and they're not even bothered by the alien, inexplicable energy of a strange guest, which usually scares people. He could probably find a way to approach even the grumpiest cat, simply by doing nothing but attracting their attention. And he'd let them all out on the street, not knowing that this is a cat cafe so the cats can find loving homes, not the horrors of the street.

While I had some thoughts that some angels must understand the concept of currency and savings, but if your hakaishin decides to act dishonestly and not buy anything, wanting everything for free, then who are you to argue. It's literally… "Hey, I don't have any money with me, we don't have any kaioshin to create local currency. Can you… can you steal that kebab with your invisible cosmic limbs? Use your angelic powers of persuasion??"

In all likelihood, Whis knows what gold and the trophies Beerus takes from various planets are, but he's not an accountant for keeping track of his pocket money. Although he COULD have learned the basics of financial management, since his hakaishin has been dormant for centuries. (The same goes for Vados.)

Can we really say that angels aren't socialized until they meet an active, extroverted hakaishin who can travel and make new acquaintances, teaching them etiquette? Budgeting? - Kus chose to be active and curious because her hakaishin is an elephant, and the local kaioshin is a lover of the local divine internet. One way or another, Gowasu would have eventually drawn her into some kind of interaction, seeing her occasional curiosity. - Sour, if you'll allow me a joke, is "socialized against his will." Helles is almost always surrounded by guests or servants. And Helles gives the angel tasks and money to buy items she finds interesting. - Merus? After his angelic training, he was immediately sent "into the thick of things." No one thought beyond the simple "Here's your spawn point in the 7th Universe. Go and explore local life and everything that happens. You know the rules." Perhaps the galactic police were Merus's choice, purely out of his own scientific curiosity. The station is an anthill in the middle of space; Merus couldn't even imagine that his first socialization would take place here. Like… There's a huge difference between dealing with your angelic siblings and the Great House, and noisy mortals with their strange problems.

But EVEN Daishinkan, who rarely leaves Zeno's castle, is more refined and understanding of such things. Perhaps his socialization was influenced by his work as a gatekeeper-butler, and then his work for Zeno.
