I think Vecna was trying to swap places with Will to escape the upsidedown. When Will left Hawkins Vecna had to find a new plan. With El also gone he’s opening up small gates that can’t be sealed ups. Vecna would need a huge gate to pass through because he is part of the hive mind, so by opening a bunch of smaller gates he is weakening the space-time fabric to a breaking point

The more I think about this the more convinced I am that Pasaana is also the grass planet with the crashed Death Star wreckage. Rey looks like she’s flying the same speeder from the desert chase towards the Death Star in the trailer. Poe’s arm probably gets pew’ed en route.
