No, OP. The entire point of having a government is to protect and uphold the rights of the people and to defend the country from foreign aggression and invasion. That's it. Every legitimate aspect of government must be in support of at least one of those two things. Everything else government does is overstepping its bounds. Every single government social program can (and often is) be better implemented by private charity.
