I get the Jack and Dave question a lot and don't have much of an answer for it, I'm afraid. I can answer the second question, though.

This is something I've been intentionally vague about. Believe it or not, the next 60 seconds after Crown wiped his memory is something I HAVE written about privately, but I'm not sure how much sense it'd make to see it without proper context. It's a cliché for me to say it, but you truly would have more questions, not less.

Norm's telling of events is missing two very significant things relating to how the Dialup happened, as he was not there to see it all. And no, Crown's old role was not filled by anyone else after he vacated it.

You have to understand that while Crown was effectively running the world, he did so by feeding orders to each world leader directly. More or less telling them how to prepare for the big incoming shift. The Dialup was only meant to be the first stage of his grand plan after all. The other leaders were essentially left in charge of basic local government and national PR for that time.

When it all ended, there was a profound sense of "Okay, I guess we're all in charge again. So, now what?" For about a year or so, the world was incredibly strange. International news was quiet, world leaders had little to say about how the world had been changed or Crown himself. Questions were evaded by leaders. What should have been a chaotic time was strangely calm. Enemies were no longer at each other's throats. There was world peace for a time, though only briefly.
