Hi anon, the shortest way to phrase it would be disgusting codependent manipulation, and the allowance of it for the gain of exterior motives. Ticci Toby's been in the game since a kid, Masky has not, and lead a fairly normal life before he got wrapped up in what he shouldn't have known; It's safe to say in terms of morality and vices, Toby lacks in it, and heavily, while the latter does not. Ticci Toby was most likely the first proxy, almost right hand man of the Big Guy. In short, before Masky and Hoodie came, it would've been in your best interest to be on Toby's good side, rather than his wrong, for anyone can easily be replaced, but a proxy cannot be, and that's still heavily the case even within the three proxies. Toby has history, he has experience, he may be crass and careless, but he knows the in's and out's of everyone and everything. It's in Masky's best interest to feed into Toby's delusions, fantasies, and whatnot, to get the personal gain of multiple things, such as weaponry, inside information, and much more. Especially as a newcomer, or as someone who constantly has to battle their own morality, as they know right from dire evil, and perhaps cannot carry out the dirty work solemnly, sometimes you have to let yourself be sold out to spare yourself even more damage of having a looming figure with no concept of sympathy looking down on you from breaking their heart with one of the most anger filled emotion at times, love. (sorry for being on a hiatus!)

I have a personal headcanon that Masky wears makeup similar to his mask, just in case it ever gets knocked off during any altercation; he still has his identity somewhat concealed. but it kind of makes him look like a juggalo..
