Wait have you read the history of BART book? I believe it actually does go into the politics behind certain decisions as well as just the straight up history and might address your question about overground vs underground
I actually haven't, but i do own that book! just haven't gotten to reading it yet. I should probably start though, i've heard great things about it.

oh i havnt really posted in a while oops went to nyc a week ish ago. was great! lots of trains. what more can you expect glad to be back in the bay tho with my accessible stations and escalators and no platform gaps
The train ride from Oakland to SF
Really wish bart published vehicle locations in their GTFS data. it makes sense that they dont, they have always been pretty secretive about sensitive data (sorry no source on that one) but it would be rly nice to be able to see the locations of trains on things like pantograph.
Im pretty sure things like google maps just aproximate vehicle locations based on how far it is along the route which does work well enough though, so i cant be too upset
