Lucien was an accomplice. Tamlin agreed to the actions of Hybern but Lucien went there too. Lucien might not have liked it but he never stopped it. Look at what happened to Feyre. He spoke up but he never tried to get her out on his own. Go back and read ACOTAR, look at how Lucien talks about humans.
