I fucking love Flowery. And heres why I think he's the best chapter antagonist.
Flowery manages to alert every single red flag one could make when it comes to true intentions. Overly nice, cheerful, quirky, keeping Asgore distracted from the fun gangs presence, etc. It feels like almost a guarantee that he has something going on up his sleeve and that he means far more harm than he looks.
But he doesn't change, and thats the ultimate twist to his character that makes him truly special. From the start, he remains nothing but true to himself and his own ideals. He's out for Asgores happiness to repay him for just...keeping him and the other flowers alive past their expiration date. Despite that his goals are still flexible, between helping Ralsei become a version of themself they can be happy with, giving the fun gang an early out so they can leave everything to him. (despite knowing its barely an option, he tries anyways!) In the end, no matter what rockiness there was at the start, every single character gets along with him because he's just a great guy who has the best interests of those he cares about at heart.
Even the actions he takes AGAINST you are riddled with good intentions. He fights you in order to defy the prophecy and so his friends can keep doing their best to please Asgore, he tells the flowers what the fun gang will do in order to unite them all to one singular goal so they can improve as people and be better for the king, even when he DEFEATS you in his boss fight he is the only chapter boss to spare you and let Green replenish your items. To top it off, when he hears that the dark world isnt what Asgore wants? He relents. Lets it go with no attempt to convince him that things are better here. He really was out for his owners best interests at heart and proves it in that singular moment.
In a game filled with antagonists with true ulterior motives good or bad, Flowery truly shines as the Ultimate Good of his world, and he's willing to do anything to fight for whats best for everyone.
Even within the themes of Deltarune, he excels. Flowery acts as the true antithesis of what Deltarunes initial message is, Your choices don't matter. Flowery manages to personally challenge the message and those who think that status quo should be upheld. He does everything in his power to oppose it and the prophecy. He believes that through friendship, if everyone tries to do what they can, there can be a bright enough future for everyone. That change can be made and should be fought for, with true friendship, anyone could break through the chains of fate itself and make a difference. He does everything he can to PROVE that...and succeeds. Through his efforts, he inspires change in Ralsei in such a way that could be enough to change things. He tells Susie of one of the shelter codes and its SUCCESSFULLY retrieved. He even provides alternate solutions that could've put a wrench in the prophecy like closing the castle town fountain.
Even when he's cut down by the embodiment of something who upholds the prophecy, he managed to keep up with it and CHALLENGE it while weakened. Though fake, his stats were enough to damage the knight even for a MOMENT. Even though his actions didnt matter, he managed to do something real through them. In death, he managed to challenge the strongest foe and inspire change so the prophecy could be defied. Even if broken, he proved that he is more than glass on the wall.
Flowery truly proved to be a shining beacon of pure, raw hope that something can be done to fight the prophecy. If Gerson lit the spark, Flowery channeled it and burned ever brightly to prove him right.

I don't think someone has pointed this out yet, but to me it is obvious that, in light of the new chapter, Kris is unable to create any other kind of dark word except ones where the bosses are chatty tall gay men with a lot of voice clips who are undeniably obbsessed with one of their parents and want to be part of the family, present themself with an animated intro not in pixel art, at the beginning they are friendly, Susie is annoyed by them but then they become friends, they become hostile later on the chapter, they are the final boss and after the fight there is a very emotional narrative section, at the end Ralsei tries to comfort them, they end up dismembered by the knight (who then kidnaps a lightner), in the light world they are broken and Susie saves them with freaking duct tape... Maybe there's even more similarities but yeah, this is Kris' dark world style... Not bad, Kris

The thing that intrigues me the most about Flowery as a character is that despite all his meta fuckery he seems to not care at all about what the player wants.
His weapon and armors are bound to his inventory, he often proposes the $!?# Squad solutions that are functionally easier (infinte money, ways back to the Light World, etc...) but wouldn't exactly be "entertaining" to someone who witnesses it all as a story rather than a quest.
