Actually, Europe does have laws against loitering. They’ve been around since the Middle Ages. They’re laws against vagrancy. They just only usually get enforced against poor &/ homeless &/ black and brown people &/ people taking part in street protests.

yeah, you definitely can't chill on those train stations, town squares and church steps if you're homeless or if you're teenagers or young adults of color.
