A Plague? Is this some metaphor for the Thalmor?
If so, I could be doing better.
Truthfully, i don't think the Empire (in t's current state of governence) won't go to any war with Dominion, Empire's main body is not compromised of Soldiers and Generals (sorry General T), but Bureaucrats and Nobility some of whom are Thalmor political allies, and to them having such a powerful group as allies and partners more valuable than waging war on them for Talos, whose worship might be fading from Cyrodill and the rest of the Empire. They failed Skyrim by allowing Foreign death squads
Even if we assume that the bureaucrats and some corrupted nobles would try to go against the greater good of the empire, it does not matter. The ones who hold the swords, the Colovians, will always fight for the glory of the Empire and lead it to a brighter future.
We are talking about hypothetical scenarios, of course.
((OOC: though I personally don't think that another civil war between Colovians and Nibaneyans would lead to a brighter future in current situation, but Colovians can be even more proud and stubborn than the Nords))

The benevolent Dataminers have datamined Blackwood’s map, and one user even made a gif comparing the Blackwood zone to the one from TES4.
The geography looks pretty pleasing, and I like how we see gradual drying off of Blackwood over the eight centuries.

General, I really like your hair. Simple, yet stylish! Have you ever tried growing it out? I have a feeling that would look quite fashionable on you as well.
Thank you citizen, but I have no intention of growing my hair out. Short cut is perfect for soldiers as it’s easy to wash, doesn’t get as sweaty, and most importantly no enemies can grab you by your hair.
Earlier today in Solitude I overheard the guards say something I still have trouble believing. Is it true that a Penitus Oculatus agent was behind a plot to assassinate our emperor? That almost sounds too scary to believe, but then so did what I heard about what happened at Vici's wedding! Perhaps we are just living in scary times, then, but if even the Oculatus can't be trusted with His Majesty's safety, who can? Greetings from a concerned and loyal citizen of the empire.
Baseless rumors and gossip. The Penitus Oculatus has lost several of its agents in days before the assassination of our Emperor, so whatever group is behind the murder of our Emperor, they were the enemies to the Penitus Oculatus. As such, I do believe that the agents of the Penitus Oculatus loyally followed their duties, and many of them died for it.

Is the Khajiit caravans selling their wares right in front of the major city gates not kind of violating the spirit of the law that forbids them from entering in the first place? I mean, dozens of people enter and leave the cities daily, so I'm sure they get plenty of customers anyway. Would you happen to know of any plans to amend the law to include the city gates and surrounding areas as well? If not, why not suggest it to Jarl Elisif? I'm sure a lot of honest citizens would thank you!
The law was brought by the Jarls of Skyrim due to worries that the Bandaari would use the free access to their cities as a chance to break into people's homes, help smuggle illegal goods into the city, threaten the well-being of the citizens, and hurt traditional Nordic values.
However, they also accept the fact that the Bandaari traders and their exotic goods help the economy so they are allowed to do their work outside the city walls. Many of the mentions worries of the Nordic citizenry are also eased just by the idea that the Bandaari are outside the city walls.
Could there be more laws on this question? Sure there can, but I don’t intend to push for any such laws. The Imperial Administration is not too happy about the current laws, and it also hurts the non-Baandari Khajiit citizens. And frankly, neither am I.
