It's written in Kanji (Han characters), but somehow everyone assumed his name is spelt in Mandarin pinyin 🤷♀️
I do understand it's confusing because the HK government has its own system for romanising names (created by the Brits) which is not well-known outside Hong Kong, but you can see many people with HK roots using this system too (eg. MC Jin, Michelle Kwan, Harry Shum, jr. and of course, Bruce Lee)
Wong Ka Lung Leon is the best name for Hong Kong because Lung means Dragon and Leon means Lion (national animal of the UK), it represents his history perfectly (Chinese and British, check out his old flag). Calling him Leon is perfectly fine.

Taiwan's "Xiao" is also spelt as "Hsiao", before the Taiwanese government started encouraging standard Mandarin pinyin (what China uses), so a lot of people still use Hsiao. It's also not a surname in her case.
Don't forget the eastern name order is:
Surname | Middle name | Given name
*Use middle and given names together or just the given name as nickname (last word in eastern order), not the middle name alone, so NOT Xiao for Taiwan, Yong for Korea or Ka and Siu (Jia/Xiao) for HK*
