Unfortunately, as there were no casualties and it didn't become big news, the police and heroes didn't become aware of the doctor's crimes. An ironic junction because if this had become a major incident, we might not be in the situation we are in now."

*aka creepy sunflower person; Haruaki is written with the kanji for "to clear up" and "bright; light" and Sansan is written in katakana (writing system used for foreign words) so it's probably supposed to mean "sun sun" **as far as I know, it was never explicitly mentioned in the manga what kind of facility Touya was in. The Ultra Analysis book states that Dr. Ujiko ran "orphanages, private hospitals, etc." with the word for orphanage used being 児童養護施設. However, this time, he uses the word 園 which has several meanings such as "garden, park, kindergarten, nursery school, preschool" - I decided to use the word orphanage here because that makes the most sense, but I'm not entirely sure what it really is.

To answer your question, creepy sunflower didn't decide to burn down the building. I'm guessing Dr. Ujiko didn't do it himself in order to maintain his reputation, which is the reason he decided to have the building destroyed in the first place.
