This striped Victorian gown appeared in the 2016 television miniseries 𝑫𝒐𝒄𝒕𝒐𝒓 𝑻𝒉𝒐𝒓𝒏𝒆, where it was worn by Cressida Bonas as Patience Oriel.   The costume had first been glimpsed the previous year, passing by for only an instant among the wide array of colorful costumes used for the ballroom scene in the 2015 film 𝑪𝒊𝒏𝒅𝒆𝒓𝒆𝒍𝒍𝒂. It may have been made for that production, though it could just as easily have originated with an earlier film or television project, very possibly in 𝑻𝒉𝒆 𝒀𝒐𝒖𝒏𝒈 𝑽𝒊𝒄𝒕𝒐𝒓𝒊𝒂.   Where do you think this costume may have originated?
