I believe that the “Cookie” part of their names is just a formality.

When talking about one another, they’ll add that in whenever they don’t really know a Cookie too well personally (i.e Snow Sugar about Orange in the relationship chart, who they have admiration for: “I wish I had a lot of friends like Orange Cookie..!”) or just to be polite (Angel about Chili Pepper and Fairy: despite having friendly relations with both, it still calls them Chili Pepper Cookie and Fairy Cookie).

When they’re on good enough terms with a Cookie, or is at least familiar with them, they’ll drop the formality (Wizard about Cream Puff, who he’s friendly with: “Magic is difficult, but Cream Puff has potential!” or Adventurer about Blackberry, his maid who he’s tense about: Don’t tell Blackberry you saw me..!” In both of these, they’ve dropped the Cookie formality). Or they just. Don’t use it. (Kumiho about Squid Ink. who she’s tense about: “I MUST find out how Squid Ink became a Cookie!”)
