Firstly, One has never had control over her emotions in a way that allowed her to channel her powers at a baseline, why do you feel that more power would mean she is better at not letting her very clear instability get in the way of her plans? Befour she even gained these abilities, she could not handle a fight with a lone object (Leafy) in her OWN DOMAIN just because they couldn’t handle the insult of being ‘not nice’. Her once curated facade of collected and business-forward has since been desecrated; imagine a Pokémon exhausting its moveset and resorting to ‘struggle*’. They are their own roadblock.

Second, Three is not a villain; antagonistic actions in direct response to distrust does not ruin the forward, friendly personality we saw in TPOT 20. Like One, she was in some form of isolation, partially exacerbated by their own hatred for One. They have let that instance cloud her mind on what other numbers are capable of with the yoylite- why let Four or even Six try their hand at fixing her if it could mean things could get even worse for her? This imprisonment is shameful and painful as it is, why bother? This isn’t true, but, like with One, it is a projection from a very traumatizing event that affected those two primarily.
