It has been nearly 2 years into the accelerated genocide. You know should know at this point that many fundraisers are vetted through credible and reputable sources. It is a lifeline for families who are surviving bombardments, famine, and are constantly targeted when they are seeking extremely limited aid! While I wouldnt rule it out that these dancers were potentially afraid & think that's a probably accurate observation (the video this gif comes from was an American pow wow with a largely White audience, & Native practices were still illegal), the reason why they dont have any arm movement is because this was originally how fancy shawl looked when it was invented in the 1960s. It moreso resembled the traditional dance, with fancy shawlers wearing a folded shawl on their arm & buckskin dresses and held fans, and focusing a bit more on footwork. They were also dancing to most likely a slower intertribal song.
It wasnt until the 1970s that fancy shawlers started wearing the shawls on their shoulders but kept their arms low, and in the second gif you can still see some of them wearing a folded shawl on their arm. Modern Oldstyle fancy shawlers also still keep their arms lower & its modeled after the late 1970s & 1980s fancy shawl. Overtime fancy shawl dancers started raising their arms higher and moving them more, didn't carry fans at all, and the dancing & footwork got more energetic & faster.

Indiana Juliana: a Guarani woman who, along with many other Indigenous women, was captured and sold into slavery during early colonial Paraguay. She is known for killing her slaver with poison and encouraged other Indigenous women to do the same.
Elsie Allen: a prominent Chief, activist, and weaver of the Pomo who worked to preserve her cultural traditions and improve education and Native rights for her community. She is considered to have been one of the three most well known basketweavers in California.
Agrippina Vaganova: a famed Armenian Ballerina who developed the Vaganova method, which remains a standard textbook for ballet instruction to this day.
Che-Na-Wah: Hailing from the Yurok tribe and commonly known by her English name Lucy Thompson, she was an author who was first trained to become a spiritual leader, and served her community this way. In 1916, she became the first Native American published author in California, debuting her memoir which preserved cultural teachings of the Yurok in addition to criticizing Whites for over-fishing on Native Land, and directly expressing that violence towards Indigenous peoples of California as genocide.
Reina Eva: known as the Last Queen of Rapa Nui, she was also one of the last women to have received traditional tattooing. She and her husband King Atamu Tekena experienced the Annexation of Rapa Nui to Chile.
Teresa Magbuana: Indigenous revolutionary who took up arms against the Spanish, winning multiple battles, and took part in all three major resistance movements against all 3 colonizers within the Phillipines. She was often called the "Visayan Joan of Arc"
Tjintji-wara: a Chief, alleged sorceress, and skilled tracker of the Mantuntara people in what is now called "Australia", she also resisted colonialism with her people by killing settlers' cattle that were drinking from and polluting the water on her people's lands while they were experiencing a severe drought. Her life experiences were recorded in a book and, at one point after she had returned home from a Christian mission that had treated her for an illness, she left saying, 'too much soup! Too much Jesus!'
Tonita Peña: Also known by her traditional name Quah Ah, Tonita was was a prominent Pueblo artist who was raised by her aunt, a famed Pueblo artist in her own right, she heavily influenced social change within her community, and Euro-American views of Native American art. She refused to abide by gender restrictions at the time, while at the same time highlighted women's cultural significance within her art. Her son became a famous artist himself, and her art is featured in multiple prestigious art collections, including the American Natural History Museum.

For Native American Heritage Month, I thought I'd upload the only decent part of the abomination that is The New World film, which features a brief scene in which Cree actor Billy Merasty speaks Cree (here used as a substitution for the Powhatan/Pamunkey language, which has similarities to Cree), but this scene was never given any subtitles for what the actor was saying. Below is a transcription of what the actors are saying in Cree and English.
Billy Merasty: kîkwây ôma (what's this?)
John Smith: The source of all evil. It excuses vulgarity, makes wrong right, debased noble.
Merasty: ci metoni tipahikêwin ôma ("true payment for this?")

one of the things i've been frustrated with when running this blog is the lack of Native actors among all the hotties I showcase. so I was extra delighted to see this article in the New York Times, covering the career of stage actress Go-won-go Mohawk! while she didn't apparently work in films, she was an accomplished actress and playwright in the late 1800s who created her own plays where she dressed in drag and told stories of Native heroism. A very cool read, and an interesting lady to know about.

Oh this reminds me of Liza Black’s book Picturing Indians, it’s about Native workers in Hollywood from 1940-1960. I feel like someone wrote a sort of version for earlier Hollywood too but can’t remember it. Anyway maybe this will help OP find some people?
I don't know about Native Americans being forbidden in film until the 50s, because there's famous examples of Native American actors appearing in film before that. One example is Winnebago actress Red Wing, who was a silent film actress, and Red Wing appeared in the 1918 film The Squaw Man (yeesh) as one of her many films, and she & her actor-director Husband John Young Deer (an Afro-Native Man) were called a "Native American acting power couple".
Another example was Abenaki Chief & Actor Elijah Tahamont, who's career started in 1910. Below are photos of Red Wing on the Right & then Tahamont on the left.
There's also films like Daughter of the Dawn from 1920 which consisted of an entirely Native American cast, one of the actors of which featured the children of Comanche Chief Quannah Parker. Yakama actor Chief Yowlachie appeared in films all throughout the 20s, 30s, 40s, and onward until 1966, the year he died.
So I don't know if there was ever some kind of restrictions on Native Americans being "allowed" to act & appear on film, but it definitely happened anyway, and these are just a few examples.

Big Bear is, by comparison, held on a pedestal as being a peaceful Chief. He employed Wandering Spirit as his war chief. If Big Bear was so perfect & angelic & Wandering Spirit was so evil & violent & murderous, then why would Big Big continue to have him act as his War Chief??
He had multiple wives & slept with a number of other women. I have a hard time believing this guy could have an alleged bad reputation for evil but also have a number of women willing to sleep with him, as well as marry and then stay married to him
There's this Oral history of my reserve of when WS came through one time on his horse, and a large crowd walked alongside him shaking his hand, giving him gifts, and singing to him, and once again that doesn't happen to a man who supposedly has a reputation for being evil
