I`ve always had the headcanon that the prophecy is intended to be the antagonist of chapter 4, and much of the weird decisions associated with that chapter exists to accommodate that. Gerson for exemple has a lot more presence in the chapter than most superbosses because neither the prophecy or the knight can fulfill the role of engaging with the heroes since they both cant talk and so someone has to be there to reflect to engage the characters with the chapter theme.

Similarly, the prophecy cant really fight for itself, so the end of the chapter makes us fight a titan instead. And that particular Titan is covered head to toe in angel imagery, giving me the impression that it specifically represent a fear of the divine, or a fear of fate. And such, making the Titan be a stand-in for the prophecy. Something overwhelming and inevitable.
