Alicent pins Rhaenyra against the wall, her lips crashing into hers as she demands entrance with her tongue. Rhaenyra grants access immediately and follows the motion as Alicent grabs the back of her thighs and hoists her up. Her legs lock around Alicents waist, her arms circle her shoulders.

You are meant to read Rhaenicent as romantic because it is! There are so many elements showing it as such in the show itself, some of which can't be denied unless you are really media illiterate and stubborn.
Rhaenicent is the tragedy of two smitten women who were pulled apart and CAN'T be together, yet yearn for what they would have been together. That's the whole point.
It doesn't matter if they never make Rhaenicent explicitly canon. The love is there and will always be there. Their queerness is in the text and the subtext, it's meant to be read as such.
Queerbaiting isn't the same thing as queercoding, people not making the difference is concerning. A pairing not expressing their attraction explicitly doesn't make it queerbaiting, not when said attraction is purposefully implied. The audience is supposed to pick up the hints to understand what the intention is. Not everything is meant to be explicit, subtext is part of storytelling, it's not any less real because it's not spoken out loud.
