Having collected everything he needed, his gaze was kept respectful, and purely to the place it needed to be--her wounds (even if that covered a large portion of her body).
Thankfully, Umbrella was a wonderful little pharmaceutical company that happened to have its home right in Raccoon City. It meant their medical supplies were always stocked high and they had plenty of useful medicines at their beck and call. The herbs in the Arklay Mountains made a fantastic poultice and spray, and he dabbed a cotton ball into the concentration.
Albert hadn't quite made it over to Jill before she started speaking again. The mention of Irons made him visibly displeased, but he tried his best to maintain a professional opinions on their Chief. Brian Irons was a vile man, a man that even Wesker thought was a disgrace to the badge. Wesker wouldn't call himself the most lawful man in Raccoon City (considering his role within Umbrella), but he still had manners, he still had finesse and tact and a kindness that Irons was devoid of.
Irons was also his direct superior so long as he was playing his role of the S.T.A.R.S. Captain. The only difference was, Wesker was well aware of Brian's corruption, whereas Irons had no idea who Wesker truly was. He wasn't privy to that information. Wesker answered to Spencer alone, no one else.
Wesker knew very well what Irons would do in the situation if he were there instead of Albert. Irons would defile her with his gaze, he would quip and likely attempt to touch her inappropriately. And he could get away with it, too, because he was also Jill's boss. In the world they lived in, the corruption would entirely throw Jill under the bus. She would be just another name to Irons' list of victims.
Albert found his lips pressing together as he considered what Jill stated and bit back his own comments of their Chief. He supposed he hadn't considered things like that, but that was also because he didn't consider himself on the same level as Chief Irons. A slob and a pig of a man. Wesker was ten times the man their boss was, and that was saying something considering he was also a manipulative spy. Jill didn't know that, though. She didn't know he worked for Umbrella. She didn't know his past as a man of medicine (even if it was virology). He'd walked in with his head held high and just assumed she'd be absolutely fine with his orders so she could get herself pain free. He hadn't though about how vulnerable she may have felt under his gaze. Under the gaze of a man that was also her boss.
He lowered the cotton ball and set it into the kidney dish. "My apologies, Jill. You are right, I hadn't considered your feelings in the matter. I've put you in a vulnerable position, because I assumed it was alright of me to aid you, but I can see how this may look like I am abusing my position of power."
Whilst empathy wasn't his strongest point, that didn't mean Wesker couldn't fake it, or understand what was necessary to prove his point. "I should have been more empathetic to your situation, instead I pulled rank on you. For that, I hope you can forgive me. If you wish for me to continue the procedure, I will ask specifically for your consent, and swear that I will work ethically and respectfully."
