I mean, it never explains where and what kind of powers Silver has.

Honestly, this is my favourite idea behind the whole portal concept so far, because it gives Silver at least some agency back (in the way he can discover he was always responsible for his own time-travelling after all, in a It Was With You All Along sorta way. It doesn't work still with him never having indicated before in the games/Sonic Channel that there's a force controlling his time travelling and e.g. TSR indicating he came along with Dodon Pa's invitation, but it's fun to theorise what could work all the same🍀). And Silver's powers definitely have some convenience to them, what with his ESP powers in Rivals that's actually some form of telepathy and TSR discussing that he might have precognition too. So him being able to time-travel with them too isn't out of the question for me!

I'm actually going to combine this ask with one I got from @krakengoggles:

I can imagine that for Rivals 1, Silver knew that Nega acquired/made a camera that can turn people and things into cards and fucked off with it to the past, and he was extensively researching what happened there and how to get his nemesis back... and then his unshakeable will subconsciously called forth a portal through his PK. Then for Rivals 2, I can see him once again do research but also call forth the portal quicker this time because he knew it's possible such a thing appears. From there on out, I think it could be possible that Silver subconsciously created the portals more and more quickly, with less time spent on researching (which is perhaps also dependent on how much information there is to begin with on a situation. Heck, Forces has the characters in the base game state that Eggman created Infinite, but that gets disproven by Episode Shadow. If we take such details at face value, it could perhaps mean that the information Silver has at his disposal is actively false. That makes knowing what to do to fix things difficult too!). And even better: the idea that the future fluctuates and becomes bad the longer Silver takes to go to the past, combined with this idea, works with the contradiction presented in Rivals 2. Here Silver says: "I have to save your world or mine will be destroyed, too!" to Knuckles, but also "I hope the new future is a happy one." to Espio. One indicates the future is going to turn bad, the other says the future has already turned bad. With the fluctuations in mind, this could make sense!

See, his plans might be to eventually destory everything, but if his current primary goal is to restredig himself back into the timeline, well he probably needs resorces and help for that, resorces and help that he wouldn't be able to get from an already destroyed planet.

I could see Mephiles either sending Silver back to bid his time if he just needs to save up enough power and strength to come back, or he's sending Silver back because Mephiles is trying to rig the timeline to a specific event that would let him return.

Either way, Silver would be PIIIIISSED if he found out that he was basically being played this whole time by Mephiles.

I do think it's intriguing that Meph has a purple colour scheme and that the way with which he sends Silver and Blaze to the past is purple too:
