That is an interesting idea. With This Hell's state we are not sure how exactly you would manage such an endeavour. With how fiercely loyal the inhabitants are.
Though, that's not to say that there aren't openings. And a lot of them at that with how many kidnappings and the like occur.
OH I plan on going about this a more... civilized way. A way that allows me to get what is needed without them needing to be kidnapped or ransomed or... well, anything like that.
Personally, I think this could work out. I need eyes.
We can try our best on the eyes thing but we can make no guarantees. If we set up cameras they will be taken down, if we send in spies people are immediately suspicious. But we can attempt so if it will be useful to your endeavours.

The inhabitants of Hell and the greater earth are odd, even for the types of worlds TARS deals in. It isn't a great world to reincarnate into and there are no suitable targets to make deals with. For all intents and purposes its a useless world and not at all a suitable asset for anything aside from punishment. And even then its not a good one.
The people here are strong. Obviously, not as strong as the play testers/hunters departments but it is more trouble than its worth. Their bonds are with each other are strong and have been easily observed on numerous occasions, even in SYSTEM-82B4's recovered logs.
When Emma, the new leader of hell, got kidnapped everyone largely came together to help. If you mess with one person here then the rest will come for the throat the moment they notice something is off.
And because I know you will ask no I am unable to access the rogue system's logs. However I've determined it isn't much of a threat, its seemingly content to just follow its whims. Which is, currently, finding out what to do with the mass of clothes its accumulated. Whatever mission objective you gave it is long forgotten.

Also, get SYSTEM-82B4 to send reports as well. We are incredibly curious to see whats its learned and how best to prevent future accidents like SYSTEM-82B4. A system like it should not be allowed to exist again. It is, after all, a potential liability.
