Toilet & MePad in pretty dresses💐
MUH SHIT IS BACK
MePad has absolutely zero character development that isn't limited to him being a personal therapist or a saviour.
When we're introduced to him, he's seen as an assistant, we know absolutely nothing about him, other than the one sided rivalry that is presented with toilet. In the middlegame of the second season, we're seen that MePad has an arc related to helping Toilet come with the facts that the two are equal in sense of being Mephone4’s assistants. The next arc is a short arc depending on having marshmallow finally be free to be with her friends TOGETHER. Immediately after, taco's great arc begins, with MePad’s sole remaining arc focused on redeeming Taco.
You see how none of those arcs were literally about MEPAD HIMSELF
We know absolutely nothing after he died other than the sole fact of: He loves assisting others. The only thing we can guess is that Steve Cobs molded him, coded him for the sole purpose of needing a product to assist him.
in short i believe The writers of II handled MePad horribly and if he gets revived i hope they have a character arc Given to him that's solely having him being developed.

I must respectfully disagree with you. While Mepad did not have a specific episode as entirely dedicated to him as some other characters, he does develop as a character, outside of his care for others. In fact, his care for others is what causes his growth and development as a character.
Mepad's character arc, throughout II2, is about feelings. Mepad doesn't do too much in the earlier episodes, other than helping Mephone4 and doing whatever he tells Mepad to do. His meeting and (one-sided) conflict with Toilet is important, because he hadn’t connected with anyone else yet. Mephone had repressed his own memories, and Mepad wouldn't remember Mephone talking at him before he powered on. Toilet's strong emotions and expressiveness push Mepad into having his first conversation about his own thoughts and opinions, explaining that he sees them as equals. Emotional expression, yeah?
His arc continues on from there. He and Toilet's next few major interactions, Mepad trying to let Toilet help out more with the elimination, playing a little trumpet for him when he pulls out the hedge trimmers, these instances being mindful of Toilet's feelings are some of the first emotion-based decisions we see from Mepad, yeah?
As well, this is around when he starts being a little sassy, with his "It just comes naturally to me," line to Lightbulb after he plays the MeTrumpet. He starts saying things more based on his own thoughts and feelings, rather than only responding to others or prompting things when needed.
His relationship with Toilet is also what prompts him to start thinking about the emotions of the contestants as a whole. 'Afterlife in the Limelight' being the shining example of this, with Mepad trying to look at the issues the contestants are all having logically, and finding their emotional reactions "erratic in a way that alludes [him]", and Toilet very simply explaining that, no, you don't always receive what you provide, as logic would dictate.
This answer, I think, actually shocks Mepad a bit. Or at least, makes him ponder some. During the nickloon double whammy elimination, Mepad says "I can't feel anything, sir" which is, evidently, not true. But he's just gotten an emotional answer to a logical question, and it's further pushing the way he views the things going on around him in a new direction.
This leads pretty directly into Mepad making his first major emotional decision. Logically, Marshmallow must stay within the parameters of the game. That is the rule. Mepad goes directly against that rule, Mephone's rule because he's started to really look at things from an emotional point of view- he's started using empathy- to make decisions. And he doesn't tell Mephone about it, again, based on emotions. He knows Mephone will be upset she left, he knows Marshmallow would be upset if she were forced back into the game, so he says nothing.
Episode thirteen, in which Mephone fires Toilet, is another important character moment for Mepad, which I think is a bit of a soft demonstration of how their relationship (Mepad and Mephone's, that is) will progress. Mepad does try to go against Mephone4, here. He tries to tell him to stop, regardless of whatever programming he has as an assistant-device, because Mepad feels that what Mephone is doing, and how he's treating Toilet, is wrong. But Mepad does back down when Mephone gets firm. Mepad can act based on his emotions, like he couldn't do before, but this time, he can't yet directly stand against what Mephone is doing, even if he thinks it's wrong.
But in the next episode, he does. Mepad stands up to Mephone fully, in his refusal to run away when they think Cobs is coming after them. He expresses his feelings of trust in the contestants, and Mephone responds by saying he doesn't trust Mepad, by bringing up that first big emotion-based decision, letting Marshmallow leave. And Mepad is very much hurt by this, and leaves. He leaves Mephone, the object he's supposed to be assisting, to do what he feels is right, that being staying with the contestants. Taco kidnaps him, so he doesn't get to do that, but he does make the decision.
Now we get to ToF! Mepad, again in contrast to his early season 2 self, makes very emotional decisions this episode. Please remember, Mepad could have left Taco, had he wanted to. Taco did manage to get his teleportation to work for her, but she didn't manage to disable it for him like she thought she had. Mepad woke up to her above him, knowing what she has done and that she was dangerous, could have escaped at an instant, and decided to stay. That is the opposite of a logical decision, I would say. He thought she needed help, he thought he could help her, and he chose to do so. This isn't Mepad assisting because he was created to do so, this is Mepad helping because he wants to, even if that someone is shunned by everyone else, because he thinks she's sad (he is obviously correct), and feels that she needs help that he can give.
Then Mepad does the brotherly equivalent of slamming divorce papers down on Mephone's desk. He lets Taco, someone he knows to be dangerous and in a not-so-stable mental state, take over a challenge on the show he's supposed to be assisting with. Because he feels that it's what she needs, to not feel so broken. It's worth noting that Mepad doesn't look particularly surprised when Taco falls apart, just sad. Because he's had an emotional "conversation" (duet) with her, he understands what she's feeling and why on a level he wasn't capable of back when he'd first powered on, and made decisions based on that empathy.
His continued clashes with Mephone exemplify his development, I think. Mepad is making his own decisions now, based on feeling and his own morals rather than just logic. Logically, Mephone kind of had a point. Taco was unstable and dangerous with a history of violence and crime, maybe they'd be safer if she stayed dead. Which, obviously is not a good thought process, but it is a logical one. And Mepad is visibly furious at this. Mephone's logic upsets him, because he feels that it's wrong. He feels empathy and sorrow and anger for Taco, and sticks up for her in a way that he hadn’t previously managed to do for Toilet. He gets Mephone to bring Taco back, and leaves with her. Early Mepad would have quietly accepted Mephone's decision. This Mepad loudly rejects it.
In the finale, as well, Mepad's anger on the behalf of not only Taco, but all the contestants continues. He argues with Mephone, tries to empathise with him despite their disagreements, and becomes angry with him all over again, when Mepad finds out the truth about the contestants' origins. He physically blocks Mephone from them. The frayed trust that Mepad has in Mephone fully breaks, yeah?He isn't assisting, here, he's taking charge against Mephone when he feels that he's done something truly wrong.
And then there’s his death. Mepad dies, not because he's programmed to assist (Mephone4), but because he wanted to save the contestants, the objects he'd formed a bond with during their time together (particularly Taco & Marshmallow). Logically, the contestants have already perished. Getting himself killed for a chance at their revival, just to buy them time for one more chance at life, and for the possibility of Mephone surviving as well, would not make sense. But Mepad has grown beyond thinking of only what's the most logical decision, receiving what's provided, and following orders. He didn't die because he felt he had to save his boss, Mephone4, but because he wanted the objects he cared about, the ones he felt close to, to have a chance to survive.
Mephone4 told Mepad he didn't want anyone to die for him, and Mepad demonstrated his character development by not only, well, disobeying and dying, but also by making that decision based on his heart, his emotions and his connections, rather than logic, as a machine that does not feel anything would. He helps others because it's what he feels is right, not because he has to.
Of course, you're allowed to have whatever opinions you want on whatever characters. I'm no authority, nor am I a media analyst, so feel free to take what I say with as much salt as you please, but following what I outlined above, I think that Mepad is quite a well-developed character, even if that development isn't always front and centre in the episodes.
