The Thulani Dasa Foundation would like to state it on record that the reported return of Dina Pule to Cabinet as Minister of Social Development has reopened long-standing questions about political accountability, ethical leadership, and whether South Africa’s governance culture is truly committed to consequences for wrongdoing or merely selective memory when it suits internal party dynamics.

For many observers, the controversy is not simply about a single appointment, but about what it signals. Pule’s political history is well documented: she was removed from her position as Minister of Communications in 2013 by then-President Jacob Zuma following findings of corruption, nepotism, and maladministration linked to her conduct in office. The then Public Protector, Thuli Madonsela, found that Pule had acted improperly and unlawfully, persistently misled investigators, and had allowed improper access to state resources and benefits through undeclared relationships. Parliament itself later formally reprimanded her, with findings that she had breached her oath of office and brought the institution into disrepute.

It is against this backdrop that her return to a sensitive portfolio such as Social Development has sparked concern. The department is one of the most critical arms of the state, responsible for safeguarding some of the most vulnerable citizens, children, the elderly, persons with disabilities, and millions dependent on social grants. Placing a figure with such a controversial governance history at the helm risks undermining public confidence in a system that is already strained by service delivery failures and repeated allegations of mismanagement.

The reshuffle that saw Sisisi Tolashe removed from the same portfolio adds further complexity to the political moment. It raises broader questions about stability, continuity, and whether leadership changes are driven by performance and accountability or internal political calculations. The President's decision contribute to a perception that consequences are unevenly applied, especially when anc senior figures with prior ethical findings are reinserted into positions of authority.

Supporters of the governing party may argue that political rehabilitation is part of democratic life, and that individuals should not be permanently excluded from public service. However, rehabilitation without clear accountability, restitution, or institutional safeguards risks normalising impunity. In Pule’s case, the concerns are sharpened by the fact that previous findings included recommendations for corrective action and repayment of public funds but these steps were never fully resolved in the public eye.

At the heart of the matter is a deeper question about institutional integrity. When oversight bodies such as the Public Protector, ethics committees, and Parliament itself have previously raised serious findings, yet the same individual returns to a senior executive role, it inevitably fuels public cynicism. It also weakens the credibility of anti-corruption commitments repeatedly articulated by President Cyril Ramaphosa, who has often positioned governance reform and accountability as central pillars of his administration.

Our concern is not only about one appointment, but about the broader message it sends to citizens already disillusioned by unemployment, inequality, and failing services. For many South Africans, the Social Development portfolio should represent protection, dignity, and trust. Any perception that it is instead shaped by political protectionism risks deepening the gap between government and the people it serves.

FORMAL COMPLAINT AND REQUEST FOR INVESTIGATION INTO THE PROVISION OF SECURITY TO THE CHIEF WHIP OF AMATHOLE DISTRICT MUNICIPALITY, MRS NANZIWE FATIMA RULASHE

The Thulani Dasa Foundation, a civic organisation committed to accountability, ethical governance and the protection of public resources, hereby submits a formal complaint to your office regarding alleged irregularities in the provision of personal security to the Chief Whip of the Amathole District Municipality (ADM), Mrs Nanziwe Fatima Rulashe.

The allegations outlined below raise material concerns of non-compliance with national legislation, possible unauthorised expenditure, and potential misuse of municipal resources for political and private purposes.

The Remuneration of Public Office Bearers Act 20 of 1998 read with the Ministerial Determination on the Upper Limits of Allowances and Tools of Trade for Municipal Office Bearers, regulates the conditions under which councillors may be provided with personal security.

1.2 Ministerial Determination: Tools of Trade (Item 15(1)) states that Municipal office-bearers may receive the default entitlement of two bodyguards per shift.

Any enhanced or additional security may only be provided after a formal SAPS Threat and Risk Assessment has been conducted.

The SAPS assessment must be submitted to the municipal council, which must then determine whether the circumstances justify enhanced protection.

All decisions must comply with principles of accountability, affordability, transparency, and value for money.

For this reason we refer you to the outcomes of the The High Court judgment in Democratic Alliance v City of Johannesburg and Others (2025) confirmed that municipalities cannot lawfully deploy or expand VIP protection for councillors without a prior SAPS Threat Assessment, and that such conduct is inconsistent with national legislation and the Ministerial Determinations.

The Foundation respectfully brings the following allegations to your attention:

1 Absence of SAPS Threat and Risk Assessment

It is alleged that ADM deployed extra security personnel for Chief Whip Rulashe without first obtaining a SAPS Threat and Risk Assessment, as required.

2 Failure to Table a Report Before Council

No Council report is known to exist that:

Identifies any threat to the Chief Whip,

Justifies the deployment of additional security, or

Details financial implications to the municipality.

This suggests procedural non-compliance with statutory and governance requirements.

The municipality has reportedly not disclosed: the costs associated with the Chief Whip’s additional security; the budget line from which payment was sourced; the procurement method and contractual terms of the security personnel. Such nondisclosure raises serious concerns of irregular or unauthorised expenditure.

It is alleged that the Chief Whip’s bodyguards accompanied her while she campaigned for the African National Congress during the 2024 general elections.

If verified, this would constitute misuse of municipal resources for partisan political purposes, contrary to the MFMA and ethical obligations of office-bearers.

It is further alleged that the same security personnel travelled with Mrs Rulashe to her personal wedding in the Western Cape.

This would raise the possibility that public funds were used to cover private travel and accommodation, which may constitute unauthorised, irregular, or wasteful expenditure.

In the Foundation’s view, this matter warrants urgent intervention on the following grounds:

Potential breaches of the Remuneration of Public Office Bearers Act and Ministerial Determinations;

Possible violations of the Municipal Finance Management Act;

Apparent failure by ADM Council to exercise its oversight obligations;

Potential ethical misconduct by a senior office-bearer;

Risk to public trust, fiscal discipline, and governance integrity.

The Thulani Dasa Foundation respectfully requests that your office:

Conduct a Full and Independent Investigation

into the circumstances surrounding the provision of security to Chief Whip Rulashe.

Compel the Municipality to Produce All Relevant Records, including:

SAPS Threat and Risk Assessments (if any exist);

Council resolutions, memoranda and minutes relating to the security detail;

Detailed financial expenditure records;

Travel records and deployment logs of security personnel;

Any authorisations or approvals granted by officials.

Determine Whether Municipal Resources Were Used for Political or Private Activities

and whether such use constitutes irregular or unauthorised expenditure.

Institute Appropriate Corrective Measures, which may include:

Recovery of misused public funds;

Disciplinary action;

Referrals to law-enforcement bodies where necessary;

Directives to strengthen ADM’s internal controls and compliance systems.

The Thulani Dasa Foundation submits this complaint in the interest of transparency, accountability and lawful governance. Municipal resources must be used strictly in accordance with legislation and ethical standards. The allegations concerning ADM, if verified, represent a serious breach of the public trust.

History has a way of catching up with the truth.

Whether one agreed with him or not, the record should reflect that Jackson was among the voices who refused to be silent in the face of injustice. The convictions many now hold were, in many ways, amplified and carried by a man who believed that the struggle for justice anywhere was the responsibility of people everywhere.

There are thousands of learners who live in poverty in Khayelitsha and their parents have been hardly hit by Covid-19 impact and lost their jobs.

Many learners don't have access to the most basic needs, let alone a good pair of school shoes. Unfortunately, the cost of shoes is more than what many families can afford.

While some of us take having a pair of shoes for granted, this school shoe campaign will definitely have a positive psychological effect on the way a child sees him or herself. A new pair of shoes can boost a learner's confidence and instil a sense of pride and self-respect, allowing one to participate fully in one’s education.

Along the way, I found myself deeply rooted in the work of the Thulani Dasa Foundation — a calling grounded in service, compassion, and dignity. Through our outreach initiatives, we were able to put school shoes on young learners’ feet, restore dignity by providing sanitary pads to young girls, and help renovate the homes of elderly members of our communities who had long been forgotten. What began as a vision became lived purpose.

Working alongside volunteers, community leaders, faith-based groups, and ordinary people with extraordinary hearts reminded me that real change does not always come from boardrooms or titles, but from showing up where the need is greatest. This work stretched me, humbled me, and reaffirmed why service matters — because dignity, care, and hope can transform lives in the most tangible ways.

I am deeply grateful to everyone who believed in this work, who gave their time, resources, prayers, and trust. Thank you to those who stood with me, who walked the dusty roads, knocked on doors, and helped restore hope one household at a time. Through it all, God guided me and opened doors I could never have reached on my own. 🫶
