I can bet that Ratigan has a vast wardrobe of fabulous dresses and corsets and dresses in them to make himself feel absolutely GORGEOUS, not that he needs dresses to do that of course, but its absolutely perfect for flustering your arch nemesis.

He’d realize your trap long before he even sees it.” Then out of nowhere, he swiftly undid Patrick’s ties, causing the mouse to fall face-first into the water. “That being said, you may have some worth as a spy.”
