Two Biden Strongholds. Two Different Lists of Policy Priorities.

A broad Democratic coalition helped elect Joe Biden, but now those same voters want a brad variety of policies to move forward by Jim Carlton 

Caption 1: Omar Carrera, founder of Canal Alliance, a nonprofit in San Rafael, California that describes itself as existing “to break the generational cycle of poverty for Latino immigrants and their families by lifting barriers to their success”.  According to Carrera, the Canal Area of San Rafael is as densely populated as Manhattan. “Many of the county’s Latinos live in densely crowded housing, paying as much as $2,500 a month for a one bedroom apartment, because environmental and other restrictions have greatly curtailed the amount of new housing. “I’m afraid we in Marin are using environmental policies to be racist,” said Mr. Carrera, who wants the Biden administration to help by providing more federal incentives for affordable housing.”

The vast majority of residents in the Central Vally rely on groundwater for home use, which is “growing increasingly scarce, as prolonged drought and a drier climate, coupled with a massive thirsty agriculture industry have drained the valley’s underground stores. Much of what is left is poisoned by agricultural runoff and naturally occurring toxins in the soil that have mixed with the groundwater and surfaced through extensive drilling and pumping.”
