not trying to patronize, but flash is merely a conduit for animation. it's not the program itself that makes animation have that "flash look," it's the animation itself AND the frame rate AND the models AND the rigs and and and etc etc.
basically if you want something to look "flash," you work with the tools flash gives you to make a simple animation. nowadays animators combine the rigging/skeleton tools with more sophisticated motion blurs. people don't really use tweens anymore - that's what makes it look shitty
so basically a lot of people use the skeleton framework and actually useful tools and use more traditional / sophisticated techniques to work around the awful-looking built-in ones? i mean for stuff lookin to look good
and then otherwise they can just kind of embrace that shittiness
