What's Arthas' opinion on the Worgen?
The same as his opinion on every other race: Detestable, but tolerable when put to use under his banner. Which he did, even in Wrath.
He has (or had) Worgen in his kingdom, a pack known as the Wolfcult who operated under the command of the Shade of Arugal, who had been resurrected by a number of the Blood-Princes. With the Wolfcult, the Scourge was able to achieve a foothold in the Grizzly Hills, which had before been under Furbolg command.
The Wolfcult managed to maintain entire towns within the Hills, Silverbrook and Solstice Village the most notable, without anyone being the wiser to their true loyalties until we adventurers came along. So, Arthas has already shown that he knows the power and potential of the Worgen, and that he’s perfectly capable of employing it to his ends.
