This Man. The Watching Man?

Their faces are foggy but they’re there, subliminally or just outside of my peripheral vision. The man with the eyebrows. The watching man. The blue eyed doctor. Others my age, possibly? Might they be able to help stop these nightmares from coming true? Will they find me or must I find them?
I don’t know much about my past. I suspect there is something unusual (supernatural, otherworldly even) in how I came to be. And if so, I have to think I’m not alone. I sense there’s a powerful reason we’re being drawn together, though I don’t know what yet. (Do you see me in your visions like I see you?) The threat is real, and if we have some special calling, how do we stand up and act?
The fate of everything we know and love is at risk.”

Seems “This Man” which we’ve seen in every episode (I think?) in some form or other, is going to be significant to the mytharc in some way. As this blog entry describes the global pandemic outbreak of the spartan virus from My Struggle II.
But who is the watching man? CSM? Mr. Y? Also, I find it kind of upsetting that there is no mention of Mulder in these blogs thus far, it’s all focused on Scully. Which I guess is understandable, but I kinda want William and Mulder to have a connection too... weirdly, I want to see that more than I want to see Scully and William together.
