ways I think percy could propose:
on the beach at camp
on some kind of trip they decide to go on together so they get some privacy to revel in it before telling everyone

during capture the flag, they grab the flag together, and have a few minutes to just revel in it before anyone has noticed a) the flag is gone and b) percabeth have it and so he asks as they're huffing and puffing and and just grinning at each other and it slips out and she's like breathlessly "yeah ok" and then they're grinning even bigger and their team comes to celebrate but their the only 2 that know they're engaged
OR they're on alternate teams for capture the flag and it goes Jake and Amy from b99 way with the Halloween heist, and hes the only one guarding the flag and she tries to sneak up with her invisible cap but he knows she's there, and knocks it off her as she grabs the flag. she starts gloating cause she's already won band percy is like hmmm look at the flag AND IT SAYS "ANNABETH CHASE WILL YOU MARRY ME" and then hes kneeling down all "surprise" and she starts shrieking. Later she gets mad because of the bait and switch and the real flag was with someone else but she's too happy in the moment to care.
