So, I recently played through Uncharted: The Lost Legacy (and by recently, I mean a week or two ago). I mainly did it to get all of the collectibles that my brother didn't get during his first (and only) playthrough. You know, get some easy trophies and whatnot. Now, for each piece of treasure collected, each photo opportunity taken, each optional conversation had, you earn unlock points which can be used for in-game goodies. You know, gameplay modifiers and camera filters and whatnot. You can also use it to unlock models for the model viewer, and that's where these guys come in.
These are Sandeep and Wasim, members of the rebel insurgency led by the game's main antagonist Asav, with the former being a lieutenant within said insurgency, as indicated by his fancy red hat. They appear in the first chapter of the game, which is appropriately titled "The Insurgency", though the subtitles simply refer to them as "Lieutenant" and "Insurgent" respectively. You get past their checkpoint at one point, and... that's it, really.
It's weird, really. These guys kinda encompass a role similar to what minor henchmen Knot and Orca did in A Thief's End, except not really. Because see, despite Knot and Orca's minimal presence in the single-player plot, they were at least playable in multiplayer. Hell, Orca even makes a surprise appearance near the end of The Lost Legacy's story for a boss fight. Meanwhile, these two have... nothing. Why bother giving them names in the model viewer, really... unless there was more planned for them or something?
